Akpabio made the condemnation on Wednesday in Uyo at a public hearing on the proposed amendment of the 1999 constitution.
Represented by the Secretary to the State Government, Mr Umana Umana, the governor said that the issue had been concluded and any attempt to bring it back would be resisted.
``This is a concluded issue and any attempt to bring it back is not for the unity of this country, rather we should be talking of reviewing the 13 per cent derivation upward.
``We should take a very careful look at the 1963 constitution and we will see that the call is undemocratic and unpatriotic'', he stated.
Akpabio said that Akwa Ibom would continue to work for the progress, unity and corporate existence of the country.
Delivering a keynote address titled, “Amending the Constitution of the Federal Republic of Nigeria: The Issues“, Prof. Nsongurua Udombana of the University of Uyo, argued that the 13 per cent derivation should be reviewed upward.
Udombana supported the removal of the immunity clause from the constitution, saying it would stop ``executive lawlessness and promote accountable leadership''.
``The executive has nothing to fear unless they have something to hide'', he stated.
The professor of law described Nigeria's federalism as a ``master -servant relationship'' and called for what he termed ``true federalism'' as practiced in advanced democracies.
He also supported the establishment of state police, saying it was in the spirit of true federalism.
Udombana attributed the country’s problems to poor leadership and said the leaders must learn to be accountable to the people.
Reports say that the public hearing was organised by the state government to collate inputs from all segments of the society, so as to present a common position on the proposed constitutional amendment.
