David-West who spoke with journalists in Lagos after delivering a lecture at the Third Chief Gani Fawehinmi Memorial Lecture, said Babangida could not challenge Buhari in terms of corruption.
The erudite scholar who was Nigeria's Minister of Petroleum under the military regime of Buhari, said Babangida institutionalised corruption in the oil industry.
He said it was therefore wrong for the ex-military president to accuse Buhari of being corrupt, stressing that IBB could not be placed on the same moral scale as his former boss.
David- West said:"If you put IBB and Buhari on a scale of corruption in Nigeria, IBB will fall down.
"IBB cannot challenge Buhari in terms of corruption and management because IBB destroyed the oil industry"
Earlier while speaking at the lecture which was organised by the Gani Fawehinmi Memorial Organisation (GAFAMORG) in honour of the late human rights activists, David-West lambasted the President Goodluck Jonathan regime for continuing the importation of petroleum products.
The ex-minister whose lecture was entitled," Oil Subsidy Regime Myth or Reality", said it was a shame that countries like Niger and Chad were building their own refineries while Nigeria continues to waste trillions of naira on purported payment of fuel subsidy.
He said:"The money used in importing fuel could have been used for building up to 20 refineries and for repairing of the existing ones.
"Until we stop the importation of fuel, this country will not be able to move forward".
